ST. PAUL, Minn. – Southern Minnesota voters Tuesday will find the MN-1 Congressional race on the backside of their ballots. “It’s the way the system was built,” said Steve Simon, secretary of state. The Congressional race is a special election piggybacked on the usual primary election ballot. On the front side of ballots are the the usual races for non-partisan local races. The MN-1 Congressional contest is a special election to fill out the last five months of the term of Jim Hagedorn, who died in February. The major Congressional candidates are Democrat Jeff Ettinger and Republican Brad Finstad.
