WINONA, Minn. – A Winona woman showed signs of impairment in a traffic stop about 1 a.m. and failed field sobriety tests. At the jail, however, her blood-alcohol level tested only 0.07% — a hair short of the legal impairment level. The officer wished Sierra Waite, 20, a merry Christmas and issued a ticket only for under-age drinking.
