WINONA, Minn. – More than three inches of rain so softened the ground that many trees lost their rooting and toppled. The winds, gusting as hard as 60 mph, sealed their fate. The overnight storm spared Winona utilities. There were no power outages. County emergency dispatchers reported 17 calls about rockslides, washouts, flooding and downed trees.
