LACROSSE, Wis. – Blowing wind and snow will diminish visibilities and make for perilous driving in southeast Minnesota this afternoon, the National Weather Service said. Expect two to four inches of snow in hardest-hit areas, with at least one inch everywhere else. To the west of Winona, in Olmsted and Mower counties, blizzard conditions were forecast. By Christmas morning wind chills will be 15 to 25 degrees below zero.
