WINONA, Minn. – A Winona driver, James Allen Rondeau, 32, was cited for drunken driving at Fifth and Bierce streets on the West Side. Police said he had been stopped him for failing to signal a turn and weaving in his lane of traffic. The arrest was about 1 a.m.
