WINONA, Minn. — The County attorney, Karin Sonneman, has drafted a request for state approval of a $28 the sales tax referendum to fund the construction of a new jail. The ballot measure would ask voters to approve increasing the county’s sales tax by 0.25% for 25 years or until $28 million is raised to pay off a proposed loan. If all goes well with the request, Sonneman said, the referendum would on the Winona County ballot in 2022.
