WINONA, Minn. – Police ticketed a man whom they say ignored complaints and warnings about clearing snow off his own property onto other’s property. Donald Gale Brown, 56, who lives in East King Steet, had been piling snow from his driveway onto neighbor’s land and onto a city street. Officers had warned Brown after the first complaint and even sent a letter with the city ordinance on the issue. Brown said it didn’t seem right that the city could plow onto driveways and boulevards. “Why not me?” he asked. Short answer: The law is the law.
