WINONA, Minn. –Deputy Police Chief Tom Williams will take over from Chief Paul Bostrack, who is retiring. Williams has been with the department 33 years and deputy chief since 2003. A police career, he said, has been a goal since his college days at career at St. Mary’s University, when he chose to study law enforcement. As a Winona police officer Williams worked his way through patrol duties, general investigations, narcotics investigations, and sergeant responsibilities.
