WINONA, Minn.—A recount of votes in the municipal primary election will be open to the public, City Clerk Monica Hennessy Mohan said. The time and place: 9 a.m. Thursday, August 27, at the East End Recreation Center at 710 Zumbro Street. The recount was requested by Michelle Alexander, who lagged three votes behind Scott Sherman to make the November ballot. If the recount results in a tie, state law specifies a coin toss. No one has questioned whether Jovy Rockey led the mayoral primary race. The issue is who was second – Sherman or Alexander — because only two candidates advance to the final election.
