WINONA, Minn. – Two waves of heavy weekend storms uprooted trees, took dower a power pole, and blocked roads but caused no injuries. Amid it all, police received a report of a suspicious, hooded person under the Mississippi River bridge ramp bridge at Second and Washington streets. It turned out to be a person seeking refuge from the downpour and who had raised a bag over his head. Other incidents:
> A tree partially blocked East Burns Valley Road near its terminus at County Road 12 near Wilson.
> A power pole on County Road 12 was knocked down.
> A tree blocked County Road 15 in the 22000 block.
