WINONA, Minn. – Work on new culverts will continue this week at a future rotary intersection site at Mankato Avenue and Sarnia Street. Expect traffic delays on Sarnia, the state Transportation Department said. The Sarnia rotary will be the fourth in a series on Mankato. Meanwhile, on the first of the four rotaries, at Mankato and Highway 61, crews are on schedule, the Department said, to finished by November.
