WINONA, Minn. – Winona’s slow recovery from dutch elm disease 30-plus years ago and ash borers more recently has a new shot in the arm. With a federal and state grant, the City is buying trees for citizens to opant on their front yards. The trees are free. The goal is to restore the arching green canopies over streets and boulevards – like the old days. Trees available at email.
