WINONA, Minn. — The Winona Chamber of Commerce invited applications for small business Co-Vid relief grants funded through a $1 million state allocation to the county. The Chamber said eligible businesses include owner-operated franchises. So too are nonprofits that earn revenue similar to businesses, such as nonprofit cafes, theaters, museums, music or arts organizations that primarily earn revenue through ticket sales and member dues.
