WINONA, Minn. – For the first time this year, the Winona County labor force exceeded 28,000 people, the state Economic Department reported. The October total was 28,278 – the most since December, which was 348 more. The agency reported also that unemployment rate was 2.2%, the lowest since September 2018. Statewide the unemployent are also rose, to 3.3%. The agency said that the average hourly earnings for all private-sector Minnesota workers rose 41 cents to $33.43 in October.
