WINONA, Minn. – Amtrak’s Train Number 7, the Empire Builder, resumed Winona service from the West Coast after five-day hiatus. Amtrak had suspended service last week because of a looming labor strike against the freight lines on whose tracks the Empire Builder runs between Chicago and Portland and Seattle. The westbound Empire Builder, Train 8, from Chicago, resumed Winona stops Saturday evening.
