WINONA, Minn. – Gasoline prices have dropped as much as 70 cents a gallon from highs at the start of the Russia war on Ukraine. Prices at $3.38 for unleaded were common in the Winona area Sunday, although prices ranged higher at some fuel stops. A sampler from the tracking site Gasbuddy.com:
