SIVER SPRING, Md. — The U.S. Climate Prediction Center’s monthly update on what to expect this winter in the Upper Midwest continues to show warmer and wetter months than usual. The Center acknowledged, however, there could be variations. Forecasters expect La Nina to cause precipitation and temperatures widely variable.
