WINONA, Minn. – A Winona man, Melvin Earl Kimp, 29, was arrested after a woman reported that he had jumped on her car and caved-in the roof while she was attempting to get away. The woman told police she was able to drive to a well-lit area and call for belp. As she waited for police, the woman said, Kimp still attempted to get into the vehicle but was unable to. The incident began about 2:30 a.m. in the 850 residential block of West Sixth Street.
