WINONA Minn. – The Winona Planning Commission gave a green light to Winona State University for a $12 million carport with a roof of solar panels. The project will produce 1.4 megawatts and reduce the university’s carbon emissions 25.4%, according to documents presented to the Planning Commission.  The Commission’s approval allows the university to go to the Minnesota State college trustees next month for a final-go-ahead. Construction could begin next spring. The university indicated it plans further solar projects on flat campus rooftops.
