WINONA, Minn. — Police arrested a Winona man, Jason Paul Garfield, 59, after a complaint that he violated a harassment restraining order. The complainant said Garfield called and sent text messages.The arrest was about 3 p.m. in the 950 residential block of West Wabasha Street.
