WINONA, Minn. – Insurance agent Steve Young decisively won a ballot spot for City Council on the November ballot. Young received 765 voters for the Council from the Ward 4, which comprises West End and bluff neighborhoods. Young drew 53% in a three-way race. Second apparently was Chris Meier, a building code expert, with 260 votes for 21%. But a third candidate, Ty Styx, who owns a concrete delivery company, was close at 19%– and mail-in ballot were still being counted. Only the two leading primary candidates, The Ward 1 seat is held by Allyn Thurley, who is retiring. Thurley has been on the Council since 1990 except for a 1995-2002 break. Not yet counted are mail-in ballots, which Secretary of State Steve Simon said should be completed Thursday.
