ST. PAUL, Minn. – The U.S. Army Corps of Engineers awarded a $10.2 million contract to an Iowa company to replace deteriorating wooden moorings at its Fountain City service base upriver from Winona. The moorings are in the outer side of the Corps’ Mississippi River harbor at Fountain County.. Newt Marine Service of Dubuque is expected to complete the project in September.
