ST. PAUL, Minn. – Governor Tim Walz’ capital investment budget includes $10 million to study the viability of a second daily passenger train connecting Chicago and the Twin Cities via Winona. The money would be Minnesota’s share of design studies. The train would run the same route as Amtrak’s current Empire Builder, whose stops include Winona and LaCrosse.
