ROCHESTER, Minn. – The Rochester City Council approved a major downtown riverfront plan submitted by the city’s land development firm Gamble Associates. The plan covers 5.5 acres on the Zumbro River. Housing and private businesses will be connected to downtown by trails. In separate acion, the Council approved Phase 2 for a massive parking lot at the old Kmart store and AMPI dairy The plan, originally for 741 parking slots, now can go to 1,380.
