WINONA, Minn. – In a sympathetic gesture to virus-affected hospitality businesses, the Winona City Council voted unanimously to lower liquor license fees. Council also approved a payment plan — two payments, one due in June, the other in December. The deal also reduces yet-to-be-paid second payments by 50% for on-sale licensees. City Manager Steve Sarvi estimated that the revenue loss, about $35,000, can be absorbed easily in the city’s $8.9 million budget.
