WINONA, Minn. – A Minnesota City man was arrested, police said, after drinking way too much. A breath test showed Irish James Grotjahan, 22, had a blood-alcohol level of 20% — 2-1/2 times more than the legal impairment level. This was about 1:10 a.m. near Fifth and Wabasha streets. On-scene he had trouble standing and speaking in addition to bloodshot and watery eyes, police said.
