WINONA, Minn. – A Harvey, Illinois, woman, Fiani Banks, 21, was cited after a hit-and-run accident at Broadway and Johnson streets near the First Congregational Church. Police said Banks ran a stop sign, Besides being ticketed for bad driving, Banks was cited for having neither a valid driver’s license nor proof of insurance. The stop about 3:15 p.m.
