WINONA, Minn. — A Winona man who inexplicably stopped his car mid-intersection at Huff and Fifth streets was arrested as drunk at the wheel. Officers said the car smelled of alcohol: Akso his eyes were bloodshot. This was about 1:15 a.m. Devyn Thomas Turkowski, age 18, didn’t do well on roadside sobriety exercises, officers said: At jail de declined testing for his blood-alcohol content. The refusal was added to an impaired driving charge. Because he resisted being cuffed, Turkowski also was charged with obstructing police.
