WINONA, Minn. – A Winona man, Paul Stalka, 25, was arrested and referred for driving while intoxicated in the 600 block of West Sixth Street. Stalka’s blood-alcohol content was .15%, police said. That’ salmost twice the legal max. The arrest was about 12:30 a.m.
