WINONA, Minn. – A Lakefield woman, Candi Rethwill, 32, was arrested and referred for fifth-degree possession of a controlled substance. The arrest was about 5:35 a.m. on the West Side at Sixth and Grand streets. In her car, police said, they found .088 grams of suspected meth, two baggies coated with suspected meth residue, and four tin foil pieces with drug residue. Police quoted her that she was using meth at home earlier in the evening.
