WINONA, Minn. – A St. Charles mam, Luis Angel Gasca, 20, was cited for a small amount of marijuana and drug paraphernalia in a traffic stop on the East Side at Fifth and Chestnut streets. Police had pulled Gasca over for going 41 mph in a 35 zone. In his vehicle they said they found 11.9 grams of a green leafy substance and a blue smoking pipe. Gasca admitted the items were his. He was ticketed and released. This was about 2 a.m.
