UTICA, Minn. – A St. Charles man, Wayne Bruce Vonbargen, 62, was arrested on County Road 33 at Lang Drive, first for speeding, then came other matters. He was referred driving drunk, driving with a cancelled license, and refusing to submit to a breath test. The stop was about 7:30 p.m.
