WINONA, Minn. — The Winona County Alliance for Substance Abuse Prevention received a $577,000 federal grant toward programs to discourage drug and tobacco abuse, including vaping. Phillip Huerta, coordinator, said the funds will help with a broad range of projects. The five-year grant is from the White House Office of National Drug Control Policy.
