MINNEAPOLIS — A second-degree manslaughter charge was filed against Kim Potter, the white police officer who shot and killed a black motorist Sunday. Knowing that the charge was being filed, Potter turned herself in. She was taken to the Hennepin County jail in Minneapolis and booked. Potter posted $100,000 bond and was released. The charge was filed by prosecutor Pete Orput of Washington County in Stillwater. Orput has jurisdiction over the case. The state Bureau of Criminal Apprehension, meanwhile, has jurisdiction over the investigation.
