WINONA, Minn. – Police arrested Kyle Foster Casey, 49, of Winona, after finding him asleep in a vehicle about 1 a.m.in the huge and empty Fleet Farm parking lot. A bottle of vodka was next to him. Police said he was drunk even though he refused a sobriety test on the spot. Police recommended a charge of driving while intoxicated.
