WINONA, Minn. – A Winona motorist, Tia Trisha Buckner, was arrested in the downtown bar district and charged tentatively for drunken driving. The arrest was about 10:30 p.m. at Third and Johnson streets. Police said Buckner was pulled for high beams but then tested for blood-alcohol content. The result: .19%, almost 2-1/2 times the legal limit.
