MADISON, Wis. – A wrong-way driver smashed into an incoming car on the Interstate 39 two miles south of the convoluted interchange with I-94. The wrong-way driver was drunk, police said. The collision was about 12:45 a.m. Police said the wrong-way driver, Nicholas C. Rahlf, 28, of Houston, Minnesota, refused sobriety tests and to answer any questions. Raglf was taken to a hospital for an evidentiary blood draw. Meanwhile, police realized he had. been arrested twice before for drunken driving and causing injury. He was charged again. Police came across the accident after numerous drivers phoned that somebody was in the wrong lanes. Both westbound lanes were blocked by the wreckage.
