WINONA, Minn. – The City Council voted 5-1 to reject a proposal against jailing juveniles. The recommendation, from the city Human Rights Commission, was discussed only briefly. Besides voting down the zero-youth incarceration proposal, the Council went on record to let it be known to the County Board that that it doesn’t support the idea. Council member George Borzyskowski called it inappropriate for one elected board to tell another elected board what to do. The County ultimately sets jail policies and is deciding whether to include juvenile accommodations in a new jail. Council member Steve Young said the Human Rights Commission had “lost their way” although he softened his comment by expressing appreciation for the Commission’s work.
