WINONA, Minn. – Commuters can expect delays on Highway 43 in an out of Winona’s Far East End because of two water main breaks. The state Department of Transportation said that city crews need space to repair a water main in the median. Red, yellow and green flashers were installed at 7 a.m. at the Highway 61 intersection and also up West Burns Valley to control raffic as necessary.
