WINONA, Minn. – Kevin Robert Frank, 60, who was involved in Pool 5 clean-up projects on the Mississippi River behind the Minnesota City dam, died of cancer in hospice care. He graduated from Oconto High School in 1980 earned degree in fire science in Appleton, Wisconsin. He was with the Eau Claire Fire Department for 30 years. He grew up on the Oconto River and transferrred his love of water to the Mississippi later in life.
