WINONA, Minn. – ‘Twas a warm and pleasant night. Just after midnjght a driver parked at the Dam 5A spillway on Prairie Island to take it all in. Then someone reached through the car window and grabbed his throat. Who did it? The driver told police he had no idea. The assailant was gone when police arrived. This was on Prairie Island Road about 12:55 a.m.
