WINONA, Minn. – A cop was checking out a car parked the wrong way in a no-parking zone on Fifth Street near the Canadian Pacific mainline tracks when, he said, a jittery woman approached. He asked to see her insurance papers. As she was digging nervously in her purse, the officer said, she pulled out a bag and attempted to hide it. The officer retrieved the bag and found a white crystal-like substance. Yes, it field-tested positive for meth. Two other bags of meth were in her purse and shirt, in all 1.72 grams, the officer said. The woman, Marie Chandler, 46, of Winona, was arrested and referred for drug possession and also no insurance. The arrest was at Fifth and Ben streets about 8 a.m.
