WINONA, Minn. – A St. Paul man, Elijah Stewart Heckert, 23, was cited for peeing publicly in the downtown bar district about 12 a.m. An officer caught the event as he was turning onto Second Street from Main Street. There in the middle of the westbound lane was Heckhert standing and urinating, the officer said.
