WINONA, Minn. – Police recommended that a Winona man, Michael Timothy Cook, 26, be charged with driving drunk. He was stopped about 10:30 p.m. at Fourth and Huff streets for, police said, driving without taillights A breath test measured his blood-alcohol content at 0.12%, officers said.
