ROCHESTER, Minn. – A St Charles woman was found draped unconscious over the steering wheel of a car whose engine was still running. This was about 6:30 Christmas Eve in the Silver Lake shopping center on the North Side. Police suspected the woman, Kirsten Hart, 31, of driving under the influence of drugs. There was heroin in the car, police said. Also, the vehicle had been stolen from the Minneapolis exurb of Prior Lake. Where was her driver license? She had one, but police said it was expired. Police took Hart to a hospital, then to jail for a decision Monday, after Christmas, on what to do next. The arrest had followed a report of a woman “driving all over the road”on North Broadway.
