WINONA, Minn. – The name of the acting city manager, Chad Ubl, comes up frequently in City Hall chatter as a likely candidate for the manager’s job long-term. Ubl has been acting in the position since the City Council and City Manager Steve Sarvi parted ways in October. The City Council agenda next week includes an item about proceeding with a search for city manager or whether to promote from within. Ubl had been Sarvi’s assistant. Before that, Ubl headed the Parks and Recreation Department. He’s credited largely with redesigning Levee Park and renovating the Masonic Temple. He had been the city’s lead negotiator with municipal employee unions.
