WINONA, Minn.– Police arrested a Kellogg driver after two cars were hit downtown near Center and Second streets. This was about 1:40 p.m. Nobody was hurt. Police recommended that the county prosecutor charge Mason Sean Maloney, 21, with driving while intoxicated, refusing a blood-alcohol test, possessing a controlled substance, driving after revocation of his license, and not having insurance.
