WINONA, Minn. – A Winona man, Paul Anthony Clark, 31, was arrested by police responding to a domestic disturbance. Officers said they found a woman with bruises and other injuries. The woman said Clark prevented her from calling 911 and took her phone. He fled on foot as police arrived, according to the officers’ report. This was about 10:35 p.m. on the 250 block of Center Street. Clark was under a judge’s order to stay away from the woman and her address.
