WINONA, Minn. – The organization that operates Winona group homes for vulnerable adults, Home and Community Options, is closing two units because of a staff shortage. Suzanne Horstman. executive director, said there was no choice if HCO were to maintain a level of safety for the individuals in its care. Further downsizing is possible. The workforce is expected to dwindle even more in the coming months, Horstman said.
