WINONA, Minn. –A Winona man, Kyle Elliot Paulson, 37, was arrested after waving at a passing police officer. The officer recognized Paulson for having an outstanding warrant. Next came the arrest. Paulson, said the officer, Paulson hadfive Oxyco done tablets prescribed to somebody else. The arrest was about 7:15 p.m. in the 500 residential block of Westdale Avenue on the Far West End.
